Understanding UAE’s ICV Program Framework

The UAE’s  In-Country Value (ICV) Program aims at local enhancement to boost the UAE’s economy in various industries such as oil and gas, and manufacturing. ICV Certificates in the UAE are issued by the companies depending on the economic contribution to the UAE. 

• ICV Evaluation: The audited financial statement must align with International Financial Reporting Standards (IFRS) which must be avoided for a period of 2 years.
• New business ICV Certification: To determine ICV score, a business operating for 10 months without auditing financial statements, must submit management accounts for a maximum period of 10 months.
• Validity of ICV Certificate: The ICV certificate is valid for 14 months from the duration of the audited financial statement.
• Steps: To obtain an ICV Certificate, one must fill out an ICV template and submit it to  ICV certifying bodies after receiving an ICV Certificate – it is used as a bid for the government and semi-government.
• Supplier’s ICV Certificate: To obtain an ICV Certificate, the supplier must approach ADNOC certifying bodies and fill in the supplier template, which is issued by certifying bodies.
• Business License: A separate ICV Certificate must be obtained for each business license in the UAE.
